Update on the Credit - April 11, 2018

On April 5, 2018, the Minnesota Public Utilities Commission approved the negotiated settlement between Xcel Energy, the Minnesota Department of Commerce, and MnSEIA. This agreement, which available here and is described above, will go into effect 90 days after the publication of the written order. Written orders take about 30-60 days on average for the Commission staff to publish, and this interim-rate program went live June 1, 2018 for systems of a 40 kW minimum size. 

Concurrently with the initiation of this interim credit program, MnSEIA began working with Xcel, the Department of Commerce, and other stakeholders to devise a permanent methodology for a credit. The credit could end up looking like a capacity credit, a demand charge reduction or something else altogether. This point was clarified during the hearing and affirmed by the parties. MnSEIA has begun fundraising for an expert witness that can help steer the conversation of a new credit in a good - but scientifically defensible - direction for solar. 

This credit, in both its interim and permanent form, will be incredibly useful in establishing our Commercial and Industrial market here in Minnesota.
